Z works for a publication entirely supported by advertising, so he'd know this:

Advertising is constitutionally protected speech and, thus, is tax-exempt.

I just thought I'd share that.

The government, apparently.

But they do ask advertising-carrying organizations to submit an estimate of what they would pay in taxes, if it were taxable. Presumably to guage the publication's revenue, or somesuch; I don't really know.

But I swear it's true.

I guess it's just a weird, confusing way to put things. I mean, no *speech* is taxable in and of itself, but making money, by saying stuff or by some other method, generally is taxable.
