This was sent to me by my cousin Aleksander, currently studying at NTNU in Trondheim, Norway. (He is still subject to his mandatory 2-year service in the Norwegian army, however, and is slated for deployment to Afghanistan [probably] in the spring. For any who don't know, Norway is and has been heavily, heavily involved in NATO from its inception and remains so to this day.)
I can't possibly explain it better than he did, so I'll just quote his email.
And he was kind enough to send me the site's old banner image, as it seems to be down now (replaced by a letter from the police, of which I can understand just enough to make out that somebody's upset about a website (nettside).

It's sort of wrong, but it's sort of funny. And yet, depressing.

Just thought I'd tell you a funny thing that's been in the papers a lot
lately. It started about two months ago, when a group of people started
raising money for a project they called "tell him" (www.tellhim.no [ed. note: link is to the English version]). The
idea was to raise enough money to put a big ad in - I think it was New
York Times [ed note: the Washington Post] - and tell George Bush how Norwegians felt about the war in
Iraq. Generally, we're against it. ("fair enough I didn't care about
NATO or the UN, but I'd better play along with these Norwegians,
man..." - I guess that was the idea).
They raised the money, put the ad in the paper, and that was that. But
about three weeks ago, the papers started writing about another
political campaign - "www.killhim.nu" (I don't know why it's .nu
instead of .no - maybe it was taken). This time orchestrated by a
fairly well-known Norwegian rap-group, called "Gatas Parlament"
(gatasp.no) - it means "Street's Parliament". They do a lot of
socialistic political music.
The idea this time was to raise enough money to hire a hit-man to kill
George Bush. "Kan noen skyte denne mannen?" means "Can somebody shoot
this man?". The American embassy didn't think it was funny or clever
at all, and reportet the rap-group to the police. The accusations were
that the group "threaten to murder the president of the United States".
So far, nothing has happened. The president is still alive, and Gatas
Parlament are still on the lose... But I thought maybe it would cheer
you up after a potentially depressing (he's done ok so
far...?)presidential election.
