it's a bit confusing, check the character list first because people have multiple names and i got lost and didn't know there was a character list and so had to make my own, but.
it was a thought exercise by the author about how one almost never heard of reform coming about absent horrible cataclysm, and she was like, but what if the emperor was a good person instead? so that's it, that's the book.
